Chainalysis Challenges $94.7M TRM Labs Contract
Chainalysis Government Solutions has filed a lawsuit against the U.S. government in the Court of Federal Claims, challenging the award of a $94.7 million contract to TRM Labs for analytical support to the Homeland Security Task Force National Coordination Center Cyber Disruption Center.
Background
The contract, classified as not competed and using sole-source procedures, was awarded on July 1 without receiving multiple bids. Chainalysis claims that the government violated federal contracting rules by skipping normal competition and handing the work directly to TRM Labs.
The Dispute
The dispute places two major U.S. blockchain intelligence suppliers, Chainalysis and TRM Labs, in direct competition for a large federal law-enforcement program. The contract requires capabilities such as cryptocurrency transaction tracing, blockchain analytics, and asset recovery support.
Court Proceedings
The case, Chainalysis Government Solutions, LLC v. United States, No. 26-1067C, was filed on July 27. TRM Labs has intervened on the government's side. The court has ordered the government to produce the full administrative record and set an expedited briefing schedule.
Next Steps
Oral arguments are scheduled for September 2 at 10:00 a.m. EDT at the National Courts Building in Washington, D.C. The government has asked Judge Schwartz to issue a decision by September 10.
