Starlink has applied to Indian regulators for approval to operate a satellite network with direct-to-device technology. The application marks SpaceX's latest push into one of the world's largest telecom markets.
Regulatory Hurdles
Starlink's previous application for its second-generation satellites was rejected by IN-SPACe, citing unmet requirements and the absence of a regulatory framework for D2D connectivity. The company has a five-year license for basic satellite services in India, valid through July 2030, but the country lacks rules to govern D2D services.
The Department of Telecommunications and the Telecom Regulatory Authority of India are developing policies around spectrum usage, pricing, and operational norms for D2D connectivity. Established telecom operators have raised competitive concerns about satellite-based D2D services, arguing that it could undercut their investment in terrestrial networks.
Spectrum Allocation
Spectrum allocation is a key issue, with terrestrial telecom operators acquiring spectrum through expensive auctions and satellite operators receiving it through administrative allocation. Indian telecom companies have argued that this creates an uneven playing field, and regulators are taking these concerns seriously as they draft new rules.
Global Rollout
Starlink's Gen 2 satellites, which would power the D2D service, are slated for global launch beginning in mid-2027. The US Federal Communications Commission has granted partial approvals for testing, putting Starlink on track to roll out the technology in markets where regulatory groundwork has been laid. India risks falling behind this timeline if it doesn't finalize its D2D frameworks before the global rollout begins.
